In response to the ongoing funding disruptions and policy shifts in the United States, we have compiled a list of resources to support organisations, healthcare providers, and communities impacted by these changes. These resources include emergency funding opportunities, data collection efforts to document the impact of funding cuts, and tools to navigate new executive orders.

1. Emergency Fund for HIV Response
The Emergency Fund for HIV Response supports current and past Aidsfonds and Robert Carr Fund (RCF) grantees and partners affected by the 90-day freeze on U.S. foreign assistance, including activities supported by The United States President’s Emergency Plan for AIDS Relief (PEPFAR).
Organisations can submit a plan and budget for up to €15,000 to sustain essential treatment and testing services for the 90-day period, which runs until April 24, 2025. Decisions on applications will be made in as little as three working days.
2. Documenting the Impact of U.S. Funding Disruptions – CGHE Survey
The Coalition for Global Hepatitis Elimination (CGHE) is gathering information on how recent U.S. funding disruptions (such as cuts to USAID or US CDC support) are affecting efforts to eliminate hepatitis.
This survey aims to collect insights on:
- The impact on hepatitis prevention, care, and treatment services
- Changes in support for health systems and service delivery
- How organizations are adapting to these challenges
The survey can be completed anonymously, and all responses will help advocate for sustained global support. A summary of findings will be shared with participants before any public release.
3. Understanding the Impact of Recent U.S. Executive Orders on Global Health
The National Council of Nonprofits has compiled a comprehensive chart detailing recent U.S. executive orders and their implications on public health, funding, and global development efforts. This is updated regularly and provides:
- A summary of key executive actions
- Analysis of their effects on funding streams for health programs
- Guidance for navigating new restrictions and policy shifts
