Announcing INHSU’s strategic plan for 2025

We are proud to officially launch INHSU’s Strategic Plan for 2025-2030—a vision shaped by the voices of our global network. This plan represents a collective effort to advance our mission of improving the health and rights of people who use drugs.

The plan was developed following an extensive consultation process, including member surveys, one-on-one interviews with members and external stakeholders, input from our Governing Board, and a final round of feedback from members following presentation of the draft plan at the General Annual Meeting in October 2025.

The plan includes a detailed action plan of activities linked to INHSU’s three core areas—Knowledge Exchange, Education, and Advocacy—which aims to achieve the following impact:

  • Reduce rates of morbidity and mortality among people who use drugs, leading to better health outcomes
  • Improve access to quality services for people who use drugs, including harm reduction services and infectious disease testing and treatment
  • Strengthen evidence-based health policies for people who use drugs, ensuring they are grounded in human rights
  • Build capacity for better-informed clinical practice and programming, enhancing health services for people who use drugs

INHSU will evaluate and monitor progress against the strategic plan to ensure our activities remain impactful and accountable.

“This plan reflects the collective vision and commitment of our members, partners, and communities,” said Emma Day, Executive Director of INHSU. “It sets a clear direction for the next five years, ensuring we remain focused on creating positive change through collaboration, community engagement, and evidence-based action.”
